There are rules for submitting comments.  Additional information can be

You must put the docket number in the subject line and include your name 
and address.
I did file comments also.  One point, it is not just lines that the 
telephone companies are claiming, it's central office equipment and all 
the associated provisioning.  Remember they already recover these costs 
in the per line charges as established by the state commissions.
