Many of our low end users have no printer, so I'm skeptical of a scheme where you must own a printer to vote.
Or we _could_ get majorly into the business of recycling old printers...

This suggestion is closest to how many of us interact, via terrminal.
The election official would confirm from the outside envelope that the
person is a voting member and has only sent in one ballot.
