Committee Attendance

Right, beating people over the head isn't a good ploy.  However, I think a
minimum standard of involvement will (a) show if the committee is viable,
and (b) give advance warning of the need to focus on recruitment.

In the case of Outreach, we did not do any active recruiting; it was more
a word-of-mouth sort of thing.  

There should also be a re-connection process that won't require much. 
(Just one's first-born child, or a finger joint ....) But the point would
be to make the involvement a matter of some committment.  If nothing else,
it would be clear how many "troops" would be available to do the
committee business.
