new internet "usage fee" bill?

It's from over a year ago and (unsurprisingly) the decision was not to do 
this.  However, some of the telcos are bound ot push the idea periodically.

I got this in the mail from somebody who did not know where it came from.
Is there any thruth to this?  I searched CNN, several law sites, and some
ACLU sites.  What is the real story here?
