File space increase, volunteer recognition

Major Point:
I do not intend to reverse the board decision to give expanded space to
all users. I simply realized that the board had passed up a chance to
recognize volunteers generally.
Proposal:
Give all ACTIVE volunteers 10 megabytes of space.

2. At least do a certificate of recognition for vols who have done
something extraordinary. (I will submit a name to the board soon of a
volunteer SCNA should recognize.)
