You are jumping the gun. 

First quote to us the wording that shows that SCN is in the category that
NEEDS to have background checks.  Giving us info on HOW TO DO CHECKS is
premature.  You haven't shown (you've just alleged) that we even need
background checks.

Next you'll be sending us plans for fallout shelters. ....
