Spam from/about connected user (Subject: aviation)

I'm way out of my league on this although I hate spam as much
as the next guy.

I know that the state of Washington has a law against spamming
and there is actually a fine.  Can we help in some way to make
sure that these spammers are actually *fined*?  It would seem
like a great public service.
