Subject: New papers on the BEV site

The BEV Digital Library has several new papers and handouts 
available, including two one page handouts on the benefits of 
community networks and community investment in telecommunications 
infrastructure.  We have also posted a longer paper on 
telecommunications infrastructure investment that discusses key areas 
of investment in detail.
