SCN: Seattle services (was AT&T Broadband)

It must be mentioned that the rates were raised and are not reflected in this
matrix. The new rates are listed at http://www.cityofseattle.net/cable/new.htm.

According to the matrix, Tacoma users have good internet and cable rates.
