SCN: Yahoo pop mail - remote access question

Hi

I've been trying access my Yahoo mail via Outlook Express using nocharge.com.
However, I can only retrieve mail, not send it. Is this because I need an ISP with a
mail server that I can reference? 

It is odd that one can retrieve Yahoo mail, but not be able to send to Yahoo.

Is there a workaround?
