SCN: SCNA general meeting 6/9.

Isn't there a rule that people have to be members for some period of time before
being allowed to vote? So don't we have to build in a deliberate delay at a
certain point in the process to allow people who re-join to reach that amount of
time? Or am I wrong about this?
